Description

Under the general supervision of the Senior Director, Facilities Management, the Manager,
Facilities, oversees the skilled and semi-skilled employees involved in the repair, maintenance, and operation of the assigned MATC
buildings. This position is part of an administrative team within Facilities Management and assists with the planning, budgeting, and
managing of the physical assets and operations. This position consults and collaborates in the areas of facilities management, maintenance,
event planning, budgeting, and fleet repair.

Work is generally diversified requiring judgment, analysis and decision-making
according to established practices, procedures and building codes. Ensures that compliance with state and federal regulations and
engineering and construction codes are followed. Responsibilities include daily planning, budgets, design, direction, implementation and
evaluation of department activities. Communication is continuous between the division, industry partners, specialized agencies, and
governmental regulatory bodies.

Characteristic Duties and Responsibilities

Facilities Operations & Sustainability Leadership: Directs building services and ground
operations involving a variety of maintenance, repair, remodeling, and fleet management work. Collaborates with the Senior Director to plan,
budget, and manage MATC facility operations, including budgeting, audits, and expenditure authorizations. Responds to and resolves
maintenance service requests, equipment failures, and building emergencies, ensuring appropriate corrective action.
Safety &
Compliance Oversight:
Oversees environmental health and safety functions; confers with health inspectors, reviews violations, and
enforces required corrective measures. Maintains safety and cleanliness standards for buildings and grounds.
Policy
Development, Maintenance, and Training:
In partnership with the senior director, formulates, recommends and implements policies,
processes and procedures. Oversees the development and implementation of departmental operating procedures and ensures staff has appropriate
training on these procedures. Guides and reviews procurement and project execution to ensure consistency with college-wide standards.
Fiscal and Budget Administration: Assists with the departmental budget to ensure appropriate expenditures consistent with
needs, goals, and objectives. Monitors budget activity, including attention to hiring, training, budget requirements, implementation, and
collaboration with other departments.
Committee Participation and System Engagement: Participates in cross-functional
committees and organizes, reviews, and debriefs meetings among stakeholders.
Data-Driven Decision Making and Continuous
Improvement:
Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of
responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance
measures aligned with organizational goals. Utilities data to inform strategic and operational decisions.
Applies continuous improvement
methodologies (e.g., Plan-Do-Study-Adjust) based on data analysis promoting a data-driven culture and enhancing team data literacy.
Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral
and ethical principles, values, truthfulness, and accuracy in all actions. Addresses all student and employee behavior in a confidential and
respectful manner.
Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains, and enhances
positive work relationships with students, staff, faculty, administrators and external resources.
Leadership and Supervision:
Develops and manages a high performing team that is highly skilled and motivates staff to remain focused on the delivery of quality
and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring,
coaching/mentoring, performance management, and progressive discipline as needed.
Continuous Learning & Professional
Development:
Maintains current knowledge of best practices and standards in higher education with an emphasis on community
colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional
associations or conferences to promote continuous learning.
Other duties: Performs other related duties within the
scope of the position as required for the efficient operation of the division and to support institutional
objectives.

Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as
well as all MATC policies and procedures.

Required Education & Experience:

  1. Associate’s degree in related
    field and
  2. Eight (8) years of progressively responsible work experience as
    outlined in the description which includes
  3. Three (3) years of staff supervision or one (1) year of staff supervision
    combined with an Emerging Leaders equivalency. (Staff supervision is the oversight of full time staff including hiring, coaching, mentoring,
    evaluating, performance management, discipline and termination.)

Required License/Certification: None

Preferred License/Certification: Certified Facility Manager; Affiliation or certification with the following professional
organizations: AFE Association of Facilities Engineers; BOMA Building Owners and Managers Association; APPA Association of Physical Plant
Administrators
Preferred Education & Experience: Bachelor’s degree in related field and five (5) years of
progressively responsible work experience as outlined in the description which includes three (3) years of staff supervision or one (1) year
of staff supervision combined with an Emerging Leaders equivalency. (Staff supervision is the oversight of full time staff including hiring,
coaching, mentoring, evaluating, performance management, discipline and termination.)

KNOWLEDGE, SKILLS, &
ABILITIES

  • Strong understanding of building operations and systems.
  • Strong knowledge of and experience in program
    management, demonstrated leadership of facilities and maintenance projects.
  • Knowledge of building codes and municipal ordinances.
  • Knowledge of budgets; cost estimating; and projections.
  • Ability to organize, prioritize and schedule work assignments.
  • Ability to work in a fast-paced environment.
  • Ability to communicate effectively through both oral and written means across
    all levels of employees and management including public speaking and presentation skills.
  • Ability to establish, collaborate and
    maintain effective work relationships with peers, students, teachers, staff, representatives of outside agencies, educational institutions,
    and the general public.
  • Ability to convey an image of professionalism and dedication in work related activities.
  • Ability to
    work with culturally diverse student and employee populations.
  • Proficiency in the use of computers and software specific to
    position, including spreadsheets and Google Suite.
  • Ability to work successfully independently with minimal supervision and serve as
    a leader to others.
  • Ability to establish workflows, manage multiple projects across divisions and meet necessary
    deadlines.

Supplemental
Information

Work Schedule This is a full-time,
in-person position (minimum 40 hours per week). The standard schedule is Monday through Friday, between the hours of 7:00 a.m. to 4:00 p.m.,
may be required to travel to other campuses. Hours are subject to change based on departmental needs and supervisors discretion.

Salary Salary is listed to the midpoint of the salary range and are determined by years
of experience credit and internal salary equity.
